The label “sweepstakes” is not a universal permission slip. The exact currency design, free entry route, prize process, player location and current state law all matter. New York’s 2025 law shows how quickly the operating boundary can change.

This is a category map. It is not a conclusion that every product using two currencies is lawful or that every state treats the model the same way.
Why two currencies exist
The entertainment currency is normally used to play without a cash-prize claim. The promotional currency is governed by sweepstakes rules and can have a redemption route after eligibility, play-through and identity conditions are met.
Keeping those roles distinct is fundamental. If the interface blurs them, a player may misunderstand what was purchased, what was promotional and what can be redeemed. A responsible comparison names each balance, explains where it came from and shows what happens at redemption.
Supplier descriptions can help explain the architecture but are not neutral legal conclusions. The lifecycle of a sweepstakes entry
A typical product journey has several checkpoints:
The adult player creates an account in an eligible location.
The platform grants or sells entertainment currency under its terms.
A separate promotional currency may be granted through a purchase promotion, daily claim or free alternative method.
The player uses the appropriate balance in eligible games.
A redemption request triggers rule checks, identity verification and any play-through requirement.
The operator approves, rejects or asks for more information under the published rules.
The rules are the product specification. They define age, territory, entry methods, currency labels, minimum redemption, verification and excluded conduct. Marketing copy or a lobby icon cannot replace them.

Those terms describe High 5's product at the check date, not every sweepstakes casino. Another operator may use different currency names, entry routes, play-through conditions and redemption minimums.
How a real-money casino differs
At a licensed real-money casino, the balance represents money accepted for gambling, subject to account terms. The operator needs authority for the player’s jurisdiction and must apply the relevant age, identity, technical, responsible-gambling and reporting controls.

The licensed operator may still use many of the same suppliers as a sweepstakes site: game studios, aggregators, payment services, customer support tools and identity vendors. The front-end resemblance comes from shared product patterns. The legal and monetary flows remain different.
New York’s 2025 intervention
New York Senate Bill S5935A was signed on 5 December 2025 and became Chapter 605. The law targets online sweepstakes games that use a dual-currency system and allow or promise the possibility of cash or cash-equivalent prizes. It prohibits operation and promotion in New York and reaches supporting roles named in the statute, including certain payment, platform and media-affiliate activity. New York Senate bill record
The enacted text provides civil penalties from $10,000 to $100,000 for each violation. That range is not a price for doing business. Enforcement, definitions and a company’s conduct determine exposure.
The New York example also warns against a static US availability list. State legislation, regulator positions and litigation can change while a national-looking website remains online. A reader should check the current rules for the state where the player is physically located.
Where the economics come from
The real-money operator’s core gaming economics start with stakes and winnings. The sweepstakes operator commonly earns from sales of entertainment packages while attaching promotional treatment according to its rules. Both models then carry payment, fraud, content, marketing and operating costs.
That difference affects reporting. Calling every package purchase “handle” would be misleading. Calling every promotional redemption a casino withdrawal would also erase the rules that created the claim. Companies and journalists need to use the metric defined by the model.
A consumer reading checklist
Before using either product, an adult reader should be able to find:
the legal entity and contact details;
the currencies or balances and what each can do;
the free entry or free currency route, if it is a sweepstakes model;
the current eligibility and excluded-location list;
the redemption or withdrawal rules and identity checks;
the regulator and licence number for a real-money product;
the complaints and account-closure procedure.
If those elements are unclear, the similar-looking games are not enough information. The meaningful difference sits in the account, money and legal relationships around the game.
